Harlan M. Doliner, Esq.

Harlan M. Doliner, Esq. serves as the Vice President, Legal Affairs – Compliance, and Director of Marine Technology – Maritime Professional Services Group. Mr. Doliner is a member of the Executive Management Team at Mabbett.

Mr. Doliner has over forty years of extensive experience as an environmental and marine technology attorney. He has spent the last eight years practicing with the Boston office of the law firm of Verrill Dana LLP, where he served in the Environmental Group and chaired its Maritime Group.  Mr. Doliner is the founding chairperson of the Environmental Law Section of the Boston Bar Association. He has also served as a Director of the Environmental Business Council of New England (EBCNE), and currently is a member of the Massachusetts Seaport Economic Council by appointment of Governor Baker. He is also the Immediate Past President and board member of MOTN, the Marine & Oceanographic Technology Network and serves on the board of the Marine Renewable Energy Collaborative (MRECo) of New England. Mr. Doliner is an adjunct professor for the Law Schools at Boston College and Roger Williams University, where he teaches the only law school level offshore renewable energy and maritime security courses in the United States.

Harlan focuses on corporate and real estate transaction risk evaluation and support; maritime technology and security issues; hazardous waste site reuse; facility siting; strategic environmental risk-assessment, management and regulatory compliance; renewable energy (solar, wind and hydrokinetic); and the full spectrum of land use issues and permitting.

Harlan is the co-author of Maritime Cabotage Laws and Wind Power Installations in the Gulf of Maine, with R. Heimes and M. Dixon; US Department of Energy, University of Maine Law School (2011). He has made major presentations on project development, environmental impact and ecological risk assessment, marine technologies and other subjects in the United States, Canada, the United Kingdom and Finland. Since its inception in 1991, Harlan has been the author of all editions of and updates to the Massachusetts Fisheries and Wildlife Law chapter of MCLE’s Massachusetts Environmental Law treatise. His peers elected him a Massachusetts SuperLawyer in 2004-2017; and a New England SuperLawyer in 2007, 2009, 2010­2016. Harlan was selected for inclusion in The International Who’s Who of Environmental Lawyers, 2011 and 2012.
