This manufacturer of speciality pharmaceutical products came in under Section 4.2, Inorganic Chemicals. Project work included Scottish Environment Protection Agency (SEPA) co-ordination, data analysis, review, reporting including site condition, environmental management, accident prevention, waste minimisation, mass balance, raw materials inventory with environmental impact scoring. A non-technical summary and administration, as required for the permit application process, were also completed.

The permit was deemed duly made. During the application process, M&A successfully assisted the client in making the case that a second permit application under another section of the PPC regulations was unnecessary, as the quantities of chemicals utilised under this section were trivial.

An Environmental Management Project was also undertaken concurrently with the aim of the site achieving accreditation to ISO 14001.

M&A were retained by a cheese and powdered milk producer to assist complete a Part A IPPC permit. Specifically, M&A were requested to complete an environmental noise assessment for the facilities to provide the baseline environmental noise data and to assist determine whether the facility was meeting the indicative BAT requirements for noise and vibration.

M&A has since been requested to provide assistance with determining the site condition to comply with the requirements of IPPC. This work shall require M&A to review the Phase Ia desk study and complete the Phase Ib and Phase II activities.

M&A were retained by a worldwide leader in the manufacture of complex metals and components, initially to conduct an IPPC Gap Analysis. This included liaison time with SEPA.

Due to the scale of the facility a number of areas were identified as potential IPPC areas. M&A managed to argue successfully with SEPA that our client need not apply for an IPPC Part B application for their solvent usage in addition to an IPPC Part A for their surface treatment activities. Through this action M&A managed to secure an additional two months for the application to be duly-made.

M&A were subsequently awarded the full range of IPPC Part A assistance support including all the technical sections of IPPC and related application form completion plus administration support (to prepare the permit application submission). This work was due to be completed in an extremely tight time scale of 3-4 weeks to satisfy client requirements of submitting a duly-made permit. This target was met by M&A, and the permit application was duly made on schedule with SEPA.

IPPC Technical sections covered included site condition report and site maps; environmental management report; raw materials report; main activities report; List I or II substances determination; waste report; energy efficiency report; accident prevention report; noise and vibration report; monitoring report; site closure plan report; emissions inventory report; impact assessment report and improvement plan for the facility.

All these technical areas required an assessment of Best Available Techniques (BAT) and these were made using the relevant sector guidance and close consultation with SEPA. M&A continue to work with this client on their Environmental Management System which they look to have accredited to British Standard BS 8555, and shall assist with any additional IPPC actions for the facility as required.

M&A were retained by one of the largest electronics defence contractors in the world initially to conduct an initial IPPC Part A Gap Analysis. Our affiliated company M&A Inc. also work with this company for one of their facilities in the USA. This Gap Analysis identified weak and strong areas for the client in relation to IPPC standards for their Part A processes.

M&A were retained to carry out IPPC follow up work as allocated and project managed by the client demonstrating our flexibility in approach to help ensure that we deliver what our clients need to meet their IPPC requirements. This work to date has included a Consumption of Raw Materials report and a Site Condition Report. Due to the impressive nature of M&A's IPPC output so far, the client is looking to retain our service for further IPPC work not just for their Scottish operations but possibly to extend this to their facilities throughout the U.K.

M&A is also working with this client on their Environmental Management System with a goal of accreditation to the international standard ISO 14001:1996.

M&A were retained by one of the world's most respected multinational companies, specifically for one of their plastic manufacturing facilities to carry out an IPPC Part A Gap Analysis.

M&A works with this multinational client throughout the UK and USA specifically in the plastics and the aerospace industries. Having already worked on-site at this facility for some time with health and safety support, the client was keen that M&A work on their IPPC Part A permit application.

M&A completed a full IPPC Part A Gap Analysis identifying key areas of improvement and highlighting areas where sufficient data was already present. M&A has prepared an additional support letter highlighting our costs in each area for the client for them to either 'pick and choose' the areas which they want us to cover or if necessary award us the whole permit application support option. In the interim period, M&A continues to support this client with our environmental, health and safety support services.

M&A were retained by a local specialist sanitaryware manufacturer, to carry out IPPC support services.

M&A successfully negotiated with SEPA that the client was not required to submit an IPPC Part A permit application but only an IPPC Part B. This saved a sufficient amount of money, time and effort for this client.

M&A continue to support them to the completion of their IPPC Part B application. This project includes the main activities report, site maps preparation, raw materials selection report, monitoring assistance, Best Available Technique (BAT) determination, emissions inventory preparation, impact assessment determination, application form completion, associated administration (e.g. preparing permit application submittal copies for SEPA) and project management activities including SEPA meetings and co-ordination.

M&A were retained by an Ayrshire located printed circuit board manufacturer to complete a site condition report as part of the facilities' Part A IPPC permit, as required under Section 2.3 Surface Treating of Metals and Plastic Materials.

Completion of the site condition report involved extensive review of the permitted installation comprising the main facility building, as well as a number of associated areas such as raw material and waste storage areas. M&A completed a review of the historic and current usage to determine the potential for existing site impact.

Review of the installations' environmental setting in order to understand the nature, extent and behaviour of contamination that may be present, as well as to establish the sensitivity of the site and surrounding area, enabled development of an initial Conceptual Site Model (CSM) depicting relations between sources, pathways and receptors which may be present at the site or surrounding area.

The site condition report provided an initial site condition statement as well as an action list, which the client and SEPA will utilise as a point of reference (baseline) against which later determinations can be made as to whether or not deterioration of the Site has taken place from the operations covered by the PPC permit.

M&A provided a comprehensive deliverable enabling a duly made approval of the PPC permit application by SEPA. Decision is currently pending on the action items highlighted through the site condition report, including recommendations for a focused Phase II Investigation at select areas of concern identified. M&A continue to work with this client and shall assist with any additional IPPC actions for the facility as required.

M&A were also retained by the client to assist with implementation to an environmental management system to ISO 14001 standard. M&A undertook an ISO 14001 Gap Analysis to initialise the project, including completion of a project plan for implementation and employee training. Assistance provided to the client included an environmental review, including legal compliance issues, setting initial objectives and targets and environmental management programmes. Training has encompassed employees from a wide variety of disciplines, including maintenance, purchasing, laboratory, quality management and engineering. Trainees have raised their environmental awareness, knowledge of Environmental Management Systems (EMS), and also the links with the sites' Integrated Pollution Prevention and Control (IPPC) Permit Application for operational control of IPPC Authorised processes. A focus on water and wastewater reduction in quantity and improvement in quality, solid waste reductions are outputs from the programme.

ISO 14001 registration is expected by the end of 2004.

M&A has successfully completed various environmental projects for a furnace lining manufacturer. Our work has assisted them in achieving ISO 14001 accreditation, and we are moving aggressively towards submittal of a Part A PPC Permit application.

Specific projects have included:
  • Co-ordination of environmental monitoring of emissions to air from the entire site.
  • Best available techniques (BAT) assessment for pollution control for solvent emissions from a paint shop. This was a major investigation, performed in accordance with the SEPA H1 guidance.
  • Optimisation of flare burners to achieve better pollution control from a carbonisation process.
  • Wastewater sample gathering and analysis co-ordination.
  • ISO 14001 consulting services.
  • Delivery of staff environmental training programme.

Our client's manufacturing techniques are almost bespoke to their site. M&A have had to comprehend new processes and their unique environmental issues very quickly. Our flexibility and ability to respond to unique challenges enables us to continue to meet our client's environmental needs on an ongoing basis.

M&A conducted an environmental noise assessment in accordance with British Standard BS 4142. This work was carried out to the standards required for a PPC Part A permit application.

M&A co-ordinated the noise sampling protocol with SEPA to ensure that the final report would meet the specific requirements of the regulator. The assessments were carried out at sensitive receptors, and also within the facility boundary. This approach allowed M&A to make judgements on the most significant noise generating equipment and make recommendations on how to reduce the noise impact from the site.
