The United Kingdom Prepares for Implementation of Integrated Pollution Prevention And
Control (IPPC)
Taking forward the need for industry to look at pollution as an integrated issue rather
than separate issues, the new regime of integrated pollution prevention and control (IPPC)
is currently going through its final Consultation Stage. Currently, Integrated Pollution
Control (IPC) applies to processes, whereas the IPPC will apply to whole facilities, with a
greater depth of knowledge of pollution and potential pollution required from these
installations. IPPC will require knowledge of, for example, energy efficiency, waste reduction,
accident prevention, consumption of raw materials and the condition of a site when it closes.
Once implemented (a timescale thought to be around the first quarter 2000 in England and
Wales; one year later in Scotland), existing installations will be required by law to register
under IPPC. By 2003, 46% (350 facilities) are due to come under control in Scotland. New
installations from 31 October will need an IPPC authorisation prior to operating.
