Permit Applications and Filings

1. Massachusetts Leather Company TUR compliance

A Massachusetts Fabric and Leather manufacturer retained M&A to resolve claims regarding environmental compliance associated with fabric coating operations at two of their manufacturing facilities and to provide the necessary environmental engineering and compliance support services to accomplish this.

Non-Major Comprehensive Plan Approval (CPA) applications were developed and submitted for both facilities. Development of the CPAs required evaluation of process operations, potential volatile organic compound (VOC) emissions, and the identification and economic evaluation of control technologies. M&A reduced the facility's toxic materials usage and developed a Toxics Use Reduction Plan that was approved by the DEP. Toxic materials usage was reduced below TUR reporting thresholds, eliminating the need for future reporting.

2. Boston Area University Title V Air Permit Application

M&A has completed a Major Source - Title V Air Permit Application for a very sizeable university's existing combustion sources, including the university's power plants, dormitory heating boilers and emergency generators. After the school had received a Notice of Non-Compliance (NON) from DEP concerning numerous unpermitted combustion sources, M&A negotiated with the DEP to determine the permitting requirements, filed two CPAs, three RESs, and fifteen LPA applications for combustion sources in various university buildings. M&A staff fast-tracked the preparation and filing of the Title V Air Permit Application within 30 days.
