Marine Technology - Maritime Services

Mabbett’s Marine Technology – Maritime Services Group is a unique integration of maritime, environmental, legal, engineering and scientific disciplines that have been honed by years of experience in dealing with the highly-regulated areas of oceanic technologies and research, shipping, maritime security, coastal infrastructure development and littoral environmental protection - often in the context of defense or other governmental contracting - in both the United States and abroad.

The group is led by Mabbett Vice President Harlan Doliner, who teaches maritime security and offshore renewable energy courses at the law school level. Mr. Doliner is the immediate past president and current board member of MOTN, the Marine & Oceanographic Technology Network, (See, www.MOTN.org) to which the firm belongs.  Harlan is a member of the Massachusetts Seaport Economic Council, having been appointed by Governor Baker. He also serves on the Management Committee overseeing the Massachusetts Bays National Estuary Program, on the Board of Directors of the New England Marine Renewable Energy Collaborative, and on the Advisory Board for the Blue Incubator Public Benefit Corporation.

Representative Clients

  • A Massachusetts-based manufacturer and distributor of some of the first shipboard water ballast treatment systems to receive approval under IMO Type Approvals, European Union directives and permanent type approval from the U.S. Coast Guard. The client’s systems are currently in use aboard large merchant vessels operating world-wide.
  • Advising a leading underwater acoustics consultancy on ITAR (International Trafficking in Arms Regulations) and other export controls in relation to providing services to private companies, educational institutions and navies outside the United States.
  • Advising a marine holographic microscopy firm on penetrating the U.S. maritime market and obtaining Coast Guard approvals for their products.
  • Advising a Maine-based software company whose augmented-reality technology has been  used by the U.S. Marine Corps, U.S. Coast Guard and in commercial navigation.
  • Representation of an overseas marine electronics manufacturer of proprietary emergency personal locator beacon technology for the U.S. Navy’s submarine fleet in contractual matters with NAVSEA (Naval Sea Systems Command).
