New Industrial Boiler Standard Adopted
The Massachusetts Department of Environmental Protection (MADEP) changed the procedure for new
boilers (and substantially reconstructed boilers) having an energy input capacity between 10
and 40 million Btu per hour with process-specific performance standards and compliance
certifications, under the Environmental Results Program (ERP). Facilities with permitted
existing boilers are not affected. The purpose is to simplify and clarify the regulatory
process, thus reducing the cost and time required to comply, while maintaining effective
standards and improving environmental results. The standards require the use of clean fuels,
set emissions limits, and specify operational and record keeping requirements. Facilities
subject to this new program will need to complete a certification, due by March
15, 2002, and annually thereafter. DEP will be conducting an outreach program, including
mailings and announcements. Program workbooks and annual compliance forms are available from
the DEP.
