Uniform Hazardous Waste Manifest Progress

On May 22, 2001, the EPA published a proposed rule and solicited comments on changes to and implementation of a Uniform Hazardous Waste Manifest System. EPA proposes to implement substantial changes to the present manifest system. The new system is expected to use a more standardized format, one that is uniform for all hazardous waste shipments. Requirements for tracking rejected loads and shipments of residues would be more clearly defined. And this system would establish electronic manifesting. Significant changes are proposed within the rule: elimination of the generator EPA identifier plus unique five digit number that is currently used as the manifest tracking number; changes to the EPA definition of non-bulk and bulk containers/packaging to align with DOT definitions; and the elimination of many individual State information boxes. Implementation of the proposed electronic filing with the assistance of EDI transfer, would reduce the paperwork burden of generators, transporters, and TSDFs.
