Techno Bits/Technical Bulletins HAZARDOUS MATERIALS AND WASTE - ARCHIVED DOT Revises Hazardous Materials Registration Program On February 14, 2000 the Research and Special Programs Administration (RSPA) of the Department of Transportation (DOT) published a Final Rule expanding the scope of registration of persons who offer or transport hazardous materials. All persons who offer for transportation or transport materials that require placarding must register with the DOT. In addition, a two-tiered fee schedule was adopted. The registration fee will be $2,000 per registrant or $300 for registrants meeting the U.S. Small Business Administration criteria for a small business. A single registration form will be allowed to cover one, two or three years. The effective date of the rule is May 1, 2000.
