Techno Bits/Technical Bulletins OCCUPATIONAL SAFETY AND HEALTH - ARCHIVED Sink-On-A-Drum Parts Cleaners are Covered by OSHA'S Standard on Open Surface Tanks Many facilities clean parts in a parts cleaner or sink mounted on top of a steel drum. In 1978, OSHA had stated that such units were exempt from the regulations concerning open-surface tanks. However, the more recent regulations on dipping and coating operations (29 CFR 1910.123 through 1910.126) state that the units are, in fact, covered. The agency clarified this coverage in a March 23, 2001 letter to the Safety-Kleen Corporation. These units are not banned or prohibited but their use must conform to OSHA's dipping and coating regulations.
