Multiple Data Sources for Emergency Responders

The EPA released an Alert to Emergency Responders in June, 1999 regarding the use of more than just a material safety data sheet when responding to hazardous materials incidents. EPA Headquarters, concerned that emergency responders would be put at risk utilizing only one source of information, published the press release on June 11, 1999. Additional information was published in a fact sheet posted by CEPPO, strongly recommending that multiple sources of information be utilized to protect human health and the environment in the event of hazardous materials incident. The sometimes generic and base information level on material safety data sheets may not always provide sufficient response information for emergency responders. The "Rule of Three" is utilized by many fire response companies, which recommend that a minimum of three sources be utilized prior to making response decisions. In addition, information regarding chemicals in a process or when combined with other materials in different operating conditions should be gathered. Many material safety data sheets are established for an individual material and may not take into account the effects of varying temperature, pressure or other conditions which can be found in a manufacturing or industrial process.
