Final TMDL Signed June 11
The final rule for the Total Maximum Daily Loads (TMDL) program, designed to clean up
impaired US waters was signed June 11, 2000, with an effective date of October 1, 2001. The
TMDL program will require states to identify water bodies not meeting Clean Water Act
standards. The states then must develop a TMDL, which is a pollution budget for sources
causing water quality impairment. The consequences of this program are likely to be tighter
NPDES permit limits on point discharges (i.e., POTWs, direct-discharging industries, and
storm water) and possibly additional requirements for non-point discharges.
