HARLAN M. DOLINER is Vice President, Legal-Compliance and Director of the Marine Technology-Maritime Services Group at Mabbett & Associates, Inc. headquartered in Stoneham, Massachusetts, following forty years of law firm practice concentrating in environmental and marine technology law. He is also an adjunct professor for the Law Schools at Boston College and Roger Williams University, where he teaches environmental lawyering, Clean Water Act, offshore renewable energy, and maritime security courses. Harlan was the founding chairperson of the Environmental Law Section of the Boston Bar Association and served on the board of directors of the Environmental Business Council of New England, Inc. for twenty-four years. Since it’s origination in 1991, Harlan has been the author/co-author of every edition of the Massachusetts Fisheries & Wildlife Law chapter in the Massachusetts Continuing Legal Education’s Massachusetts Environmental Law treatise. He is currently a member of the Massachusetts Seaport Economic Council by appointment of the Governor. He is the Immediate Past President and current board member of MOTN, the Marine & Oceanographic Technology Network, serves on the board of the Marine Renewable Energy Collaborative (MRECo) of New England and the Management Committee of the Massachusetts Bay National Estuary Partnership. Harlan is certified by the British Standards Institution in the implementation of ISO-14000 series environmental management systems. He has made major presentations on project development, environmental impact/ecological risk assessment, marine technologies and other subjects in the United States, Canada, the United Kingdom, and Finland. Mr. Doliner received his B.A. and M.A. from The Johns Hopkins University and his J.D. from Boston College Law School.
